This place is still there -- http://tinyurl.com/alibabalorain -- I haven't ever been there though! There are a bunch of other Lebanese/Middle Eastern restaurants around there, as well as a couple of hookah parlours (which I don't understand how they can be legal, since it's illegal to smoke in public buildings, but .. whatever..). I usually go eat at Saharah restaurant, which is a little bit further west on Lorain, I think.. I'll have to check this out!
I think you've hit on something with the hookah loophole!
Maybe open a bar and have hookahs at every table, but instead of filling them with that shisha tobacco, put in crumpled up Marlboro lights and Newports, whatever people like to smoke with their Bud Lights.
